Is it commonplace in Philadelphia for a buyer to have to fill out the Buyers's Financial Information form to go along with an AOS?

In approximately half the transactions in Philadelphia the Buyer is asked to complete a Buyer's Financial Information statement. We recommend that the Buyer only disclose enough minimal information to the Seller and/or Listing Agent to indicate that they are qualified to purchase.
